Coercive Federalism
America exercised cooperative federalism in 1954-1978. There was a transition to coercive federalism after that. This essay explains the intervention of cooperative federalism in solving past policy challenges such as market failure, racism, urban poverty. Besides, there is a highlight of the factors that led to the change from cooperative to coercive federalism with a description of the benefits of adopting competition and dualism in federalism and the obstacles hindering its formation.
How Cooperative Federalism was a Response to Specific Policy Challenges that Took Place in the Past?
First, cooperative federalism was to bridge the historical gap between the rich and the poor. It was also to standardize development in rural and urban areas to attain freedom after the Korean War (Kincaid 140). Equally, after the fall of the great depression, the end of World War II, and the Korean War, the federal government had a wave of reformists who championed implementing the cooperative federalism agenda. Lastly, by 1954, there was a need to actualize public goods and private rights due to increased demand.
Secondly, the electorates felt the need to have a stronger national government since they learned from the great depression that caused a market failure in 1929 (Kincaid 141). Consequently, in such emergencies like the depression the, federal government can offer assistance to the states and local governments. Therefore, the federal government efficiently introduced new policies with minimal resistance.
Under what Conditions did Cooperative Federalism Become Coercive?
The Coercive nature resulted after the need for increased national power in cooperative federalism in the 1970s arose. As a result, the government resorted to using regulatory tools instead of fiscal tools to promote the supremacy of the Federal Policy.
