In the movie Captain America: Civil War, Ironman Tony Stark, and Captain America Steve Rogers has a conflict. One hundred seventeen countries signed Sokovia Accords which is used to restrict the Avengers and keep them more disciplined. Ironman thinks this is a good idea, and they should all sign this while Captain America does not (Bulava). Captain America believes what he is doing is right and he is acting irrationally. Ironman is attempting to keep the Avengers together while appeasing the government.
The film focuses on an international agreement known as the Sokovia Accords, which requires that the superhero have to be registered with the government, and they can only operate “if” and “when” the United Nations considers it necessary. Ironman states, “If we can't accept limitations, we’re boundaryless, we're no better than the bad guys.” However, Captain America is opposed to the idea since he believes that it would violate their civil liberties, while Ironman thinks it’s a good idea since he believes that the superheroes cannot consider something like a victory as the innocent suffer in the process (Wittmer and Clark). Since the superhero’s actions, while fighting enemies leads to loss of life and property, it is essential to be accountable since it is a practical way to reduce damages.
Captain America is thinking and acting based on his emotion, Ironman is thinking logically and taking responsibilities of all the Avengers. Captain America, Bucky, Peggie. Ironman, New York, Pepper. The film is the product of a culture that has provided aid reasons not to trust the state authority. Once the government has jurisdiction over the superpowers, then it deprives them of their civil liberties. For example, the arrested superheroes are not given legal counsel, as was the case with Scarlet Witch, who did not go under trial (Bulava). The government also orders for the assassination of the Winter Solder. Even though the government also acts appropriately when it imprisons Scarlet Witch, Ant-man, Hawkeye, and Falcon, who are guilty of crimes, it is unsettling to see them arrested.
The iron man knows that the Sokovia Accords will keep all the Avengers together. He considers the need to put their powers in check to avoid the destruction of cities like Sokovia. Stark is also responsible for why the government wants to register superha8mns. Sokovia arose during the battle of Ultron, and Ultron was Starks’ creation (Wittmer and Clark). Stark is on the right side of the argument since the Avengers have proven to be a nation’s security issue even though they save the work from destruction and other dangers. This is evidenced at the start of the film whom Scarlet Witch accidentally leads to the death of several Wakanda diplomats. This means that heroes may not always be trusted, and they could get away with anything if they wanted
The Sokovia Accords can hold them accountable. The Android Vision agrees with Ironman and disagrees with Captain America. He considers supervision as necessary since conflict can lead to catastrophes.
