When Snowden comes back to Maryland, he realizes that the Epic Shelter was designed to provide the data that assisted the US drone strikes in Afghanistan. While undergoing training at the Central Intelligence Agency on cyber warfare Snowden is thought about the Foreign Intelligence Surveillance Act which stipulates that government agencies should seek a warrant from judges before they initiate any surveillance on the citizens of any nations (Benjamin; theguardian.com).
