Democratic Policy Design
Abraham Lincoln, the 16th US president, crafted the most memorable and precise definition of democracy that has been seconded by numerous scholars over the past. A more elaborate definition of democracy refers to a system where each individual takes part in the decision making process on matters that affects every one of them either directly or indirectly (DeLeon 1995, p.889). Democracy is often closely associated with the term policy to the extent that some political scientists argue that they are indivisible (Farr et al., 2008). In that matter, there are some considerations that policymakers championing for democracy in the policy design process need to put in place: the idea of social construction, target population, and the diversified nature of policy domains.
There is a tendency among many people to believe that various aspects of existence are a true reflection of reality yet according to social constructionism, that is not the case. Social constructionist perspective insists that the various aspects such as language and knowledge, which they term as social constructs are as a result of the social behavior of a specific society as opposed to the perception that it is the reality (Pierce et al., 2014). This implies that evolution and alternation of social constructs are inevitable. Consequently, policymakers need not overlook the different factors that influence the social constructs which will vary depending on various factors such as gender, race, class among other things. When the different social constructs are incorporated into policy, critically examined over time to accommodate their evolving nature, a mutual coexistence among the societies who will then share the same social reality is realized.
