The contemporary environment within which human resource development (HRD) is practiced is changing and this has implications for how HRD is understood and interpreted. Globalisation and the ideas of the learning society and knowledge-based economy have led to an increasing emphasis on high skills and a growing interconnectedness of societies. The influence of these issues on organisations and societies are wide-ranging, diverse, and creates complex and shifting contexts for HRD theory and policy.
Drawing on what you have learned in this course so far, and from your independent study, critically explore the changing meaning of HRD in contemporary contexts, highlighting the importance of the concept in advancing socio-economic and human development, especially in the global South. Provide policy suggestions on how these contributions can be better enhanced.

Businesses and organizations need to adapt to accommodate changes in their environment. Traditionally, most other departments in any organization changed at a faster rate, but the HR remained largely unchanged. However, the last few years, there has been a shift in this department largely due to the new generations entering the workforce. Millennials and generation z coupled with the advancement in technology has prompted forward-thinking organizations to rethink and restructure the HR departments to align itself with strategic goals. HR departments have undergone dynamic shifts in their roles and the overall impact they have on organizations. The new workplace can no longer utilize its HR resources effectively if they continue operating in the traditional and conservative environment they used before. In the evolution of the HR department, managing human resources has derived a new meaning to mirror the organizations’ environment.
The meaning and role of HR have evolved from the traditional administrative, personnel, and transactional centered role to become a value addition tool whereby it strategically utilizes the human resource force in line with the organizational goals to impact the organization in measurable ways. Thus, HR managers have new expectations not centered on the directives of the management and executive team but based on their own priorities that are centered on business solutions and effective business processes. For the employees, the HR manager is also expected to come up with approaches that prompt employees to perform better, productively and effectively. This calls for creation of a new organizational culture that is not centered on rigid directives centered on the goals of organization but a new approach that balances the interest of the organization’s customers, the shareholders, executives, employees, and managerial staff.
