Governance has been the focus of society from antiquity to present times. Individuals and societies hold beliefs and notions of what human rights entail. The system of governance adopted by a society dictates the type of rights that the individuals in the society enjoy. Different countries have adopted different government systems that have been developing over time dictated by the beliefs and values held by people. This paper looks at Thomas Paine's ideology of state governance and the different implications and indications for the members of such a society. It highlights the distinction between the different types of rights in society as a result of the societal setting. The article is an assessment of the systems of government as they have developed over time and the changes that have been enacted by different societies and what their adoption means about the rights of the members of the society. It aims to enlighten its readers about the different governance methods adopted by nations and the transitions they have gone through the ages.
As the title suggests, the article focuses on human rights and how the society they affiliate to dictates them. Natural rights apply to human being upon their existence and are not dictated by the type of society and are meant for governing individuality of the person. On the other hand, civil rights are those that apply to a person upon their membership to a society. Both types of rights apply to people complementing each other to achieve defined social governance for people. Civil rights exist to complement natural granting extra freedoms and liberties that would otherwise not be achievable through natural rights alone.
