The internet is open to everybody, but its steps in development from the US military to the academic community and other industrialized countries shows that in the beginning, it had an overall controlling mechanism (Epstein & Yuthas, 2007). The control was lost as it spread to other parts of the world and became a tool of communication and business. Although it is no different from other electronic networks such as radio, television, and telecommunication, the internet lacks such regulations. People have used the internet for various types of criminal activities such as terrorism (Winter, 2008). Suggestively, there is a need for adequate control of the internet. Given that the government is in charge of how other similar platforms are used, it would be the most appropriate body for monitoring and enforcing regulations on how the internet is used (Ryan, 2016).
