It important to have effective, professional emergency managers at all levels of government; they facilitate accurate information exchange between the involved parties for a more efficient and effective response.

According to Rodríguez, Quarantelli and Dynes (2007), in neighborhoods where natural disasters occur frequently the community often work together to create voluntary response units; this is very effective because their response is immediate and can assist in evacuation before and after the government agents arrive.

According to Schiavo-Campo and Sundaram (2001), through intra government relations legislations set are implemented by the federal government together with various organizations such as FEMA to create and adopt a containment approach to natural disasters.
To what extent can officials rely upon "civilians" to respond to disasters in their own neighborhoods and communities?
It is very important to involve the locals in the disaster response because they can guide others through the area and can provide a large and effective manpower team.
Why don’t long-term plans generally extend for twenty years or more?
Conforming to Castells and Cardoso (2006), when it comes to disaster management their long term plans do not extend for more than twenty years because of the constant changes in the variables involved, also insurance coverage becomes quite complicated when risk is spread over such a period.

Markenson (2011), when a local emergency management agency is formulating a committee or selecting parties to partner with and include in the strategic planning process; the local government, fire brigade or response team, hospitals and ambulance services must always be considered first.
What kinds of mitigation programs might be adopted to reduce the likelihood of property losses and human casualties from wildfires?
