In your evaluation, clearly explain your interpretation of American federalism\'s constitutional framework and why the federal policy is or is not consistent with it. Federal policies are those policies that apply to all the states that form the United States of America. Over the years, federal policies are first tested at the state level and later rolled out in the entire country. Medicaid has been in the existence for quite a long time and the state has been developing and amending it whenever necessary. Major radical changes of the policy have been introduced during the launch of the famous Obamacare which has created and introduced massive comprehensive changes in the health sector (Longest, 2001).
Federalism has a very influential role on matters of health care in the United States. It is the organ that demarcates division of program administration responsibilities between the federal government and the individual states; it determines how Medicare providers are reimbursed, the comprehensiveness of the medical care for the poor, the quality in the service delivery and most important the availability of the service to the American people (Longest, 2001). Currently Medicaid finances the health care of over 40 million most unfortunate, poorest, sickest low income expectant mothers, those suffering from AIDS, children and their parents and those who have disability and unable to cater for their health care for a long term.
This health care program has been considered as one of the most ambitious federal policy that has been put in place to alleviate the health burden for those who are unable to service an insurance health policy. This policy being that ambitious has had a number of setbacks in it operations.
