The Department of Homeland Security's 2014 Quadrennial Homeland Security Review identifies six strategic challenges that it believes will drive risks facing the nation over the next several years. Explain the process used by local communities (counties or cities) in determining which of these threats pose the greatest risks to their respective communities, and how these communities prioritize their resources in attempting to prevent or mitigate these threats. In addition, what steps and actions might be taken by these communities to prepare for such events in a proactive and effective manner? State this topic and include/state introduction and conclusion for the appropriate paragraph.
The six strategic challenges are: The terrorist threat, cyber threats, biological concerns, nuclear terrorism, transnational criminal organizations and natural hazards. Do not confuse these with the Department of Homeland Security’s five missions

Most communities work together to enhance peace and safety in society. While there might be various challenges posing threats to a community, the members have the duties and tasks of developing procedures in determining the threats posing the greatest risks to their welfare. First, the communities must have a clear definition of their settings and the goals they want to achieve at the end of the process (Morrow, 2018). This issue is dictated by the fact that they cannot control a threat if they do not have adequate information about the risk and its impacts on the setting. Also, various places are prone to different types of threats and the identification helps in the realization of what a certain community is vulnerable to with a keen regard to their beliefs and priorities. On the other hand, all communities live with different threats and challenges, and the identification process is necessary to pave the way for the prevention and curbing of the anticipated risks.
Having a strategic process requires a great understanding of the community complexion. In this case, different communities have unique and multidimensional complexities depending on the geographical location, access to various resources, crime prevalence, economic prosperity and social networking (US Department of Homeland security, 2011). These factors provide a scheme such that different communities work in different directions, while guided by various perspectives. Understanding the setting helps local communities in laying the right strategies and engaging the right procedures to identify the needs of society in the right manner (Morrow, 2018). Second, the process involves a clear recognition of community capability and needs to enhance efficiency (Kaplan & Mikes, 2012). Local actions against threats and risks should value and appreciate the efforts of all members in supporting and enabling the implementation process (US Department of Homeland security, 2011). The members in society are the first culprits of any crime threat and they are bound to have first-hand information about the crime issues. Involving them will help in identifying the most prevalent issues in society also in the identification of a prevention plan.
Also, communities consider and address the needs and capabilities of their members with respect to traditional emergencies. Having such issues included in the factors determining the process will help in the realization of the needs and the capabilities of the members of the community in supporting the identification of the threats. The other significant issue in the process is fostering excellent relationships with community leaders to enhance their involvement in the identification of the risks (US Department of Homeland security, 2011). Leaders behold valuable knowledge in understanding the interests of the communities they rule and the necessary steps in the achievement of a better society.
