The government offers protection to private property and people, and they have to use services to offer protection. However, the resources are vulnerable to various hazards or threats that affect the government’s ability to offer protection. Both President's Continuity Planning Policy (NSPD-51/HSPD-20) and the National Continuity Policy Implementation Plan (NCPIP) are concerned with the continuity of operations when there are emergency operations (Swanson, 2011). The executive departments and the agencies guarantee that there is continued performance if essential functions when there are emergencies taking into account the emergencies, accidents and acts of nature.
Contingency planning guidelines for the federal organizations make it easier to develop contingency plans and improve their contingency capabilities (Hiles & Noakes, 2014). The planning process is necessary to identify the essential components of the plan and meeting the recovery needs. Continuity of operations during contingency planning makes it easier to restore capabilities, where the contingency plans are starting points for emergency preparedness (McLaughlin, 2012). Identifying contingency planning strategies also facilitates coordination in emergency and disaster management.
To ensure the continuity of operations the federal government relies on COOP, COG and ECG. The Continuity of Governance (COG) is associated with coordinating efforts within the three branches of the government (FEMA, 2007). The Continuity of Operations (COOP) is associated with effort for the individual organizations to ensure that the essential functions are performed continually during emergencies (FEMA, 2007). On the other hand, the Enduring Constitutional Government (ECG) differs from COOP and COG as there is cooperative effort among the three arms of the government. The President coordinates efforts with the legislative and judicial branches, without compromising the separation the powers to support the National Essential Functions during Emergencies (Whitworth, 2006).
