What are some direct and indirect costs in Homeland Security and how can they be accounted for through strategic planning and budgeting? How are some of those being incorporated into the annual budget proposal?
Direct costs are expenses that are directly attributed to projects including materials, travel expenses, subcontracts and procured services, there is also payroll burden and service recharges (McIntyre & Hancock, 2011). Indirect costs are those necessary for the operation of organizations, but they are not directly identifiable with a project, and tend to be spread over multiple projects. Such costs include maintenance, personnel administration occupancy costs, legal, travel burden, federal service costs, travel burden, procurement burden and electricity. Homeland security spending by the state and local governments, security related labor inputs as well as capital inputs are major annual direct costs for the department (Hobijn, 2002). The Homeland Security has used performance measure and emphasized that budgets are made with an emphasis on maximizing resources while avoiding duplication of services and accounting for all expenditures (U.S. Department of Homeland Security, 2006). Breaking down the deliverables and costs will be incorporated in the budget proposal with emphasis on different cost plans and identified rate proposals.
