The new millennium heralded the emergence of terrorism as a global issue. The September 11 attacks on the WTO towers changed the nature of intelligence gathering CITATION Wei12 \l 1033 (Weiner, 2012)g. Domestic intelligence focuses on gathering intelligence in the United States on terror-related issues. Foreign intelligence focuses outside the United States. However, this has increasingly become blurred following 9/11. Globalization and technology have also contributed, noting terror can be perpetuated virtually. As such, intelligence must mutate to this new threats. To ensure they are dynamic enough to match adversaries wherever they crop up internationally or in the homeland CITATION Rob14 \l 1033 (Robert Anderson, 2014).
The rise of ISIL and attacks such as attacks like Tennessee and the Boston Marathon bombings affect my decision. Noting that these were carried out and supported by US citizens. This indicates the increase in the threat level from home grown terror. The Intelligence agencies must increase their focus on terrorist sympathizers in the United States. The increased access to terror propaganda and training has negated the need to travel internationally CITATION Mat09 \l 1033 (Morgan, 2009).
The recent attack in the European capitals indicates the increasing fractured nature of terror organizations CITATION Ins16 \l 1033 (Insitute for Economics and Peace. , 2016). However, it allows terrorists to work with greater independence in pursuit of a common goal. There is need to create changes to the FISA act. The intelligence agencies must be provided with greater discretion to pursue terrorists even when they are US citizens. The FBI can be brought in as the leading agency where the pursuit of US citizens on the homeland is necessary. The FISA act should be a tool that ensures accountability of these agencies but does not degrade their capability CITATION 11008 \l 1033 ( 110th United States Congress, 2008).
