The paper will analyze articles that operationalize this directive noting their relevance and efficacy.
The Strategy for Homeland and Civil support emanates from a directive in 2004 for strategic planning guidance. It outlines the objective of the Department of Defense (DoD) in securing the homeland CITATION Gor04 \l 1033 (England, 2004). It notes that the September 11 attacks changed how America secures itself. As such, all agencies and especially the DoD must be able to secure the US. This is through a layered defense strategy. Where the aim is to identify potential threats early, deter these threats, achieve mission awareness and support civil authorities in preparing to threats or responding to and after attacks. The Strategy for Homeland Defense and Defense Support of Civil Authorities 2013 builds on the initial strategy. The document is sound and relevant to ensuring the continuity of government. The DoD as a government agency should be prepared to continue with its key functions even in the aftermath of an attack on the US.
