During week one, we introduce the 4 strategies which direct our homeland security efforts. The National Security Strategy of 2015 is the “umbrella” documents from which the others “nest”. The cornerstone philosophy is one of economic growth and development worldwide will decrease conflict. This requires robust trade and an information technology network which supports the internet and other “arteries of the global economy”. If the cornerstone of success is global economic strength, as led by the United States, should we in Homeland Security assume risks which drive resources to economic strength, or is that too short sighted-is the threat the short term terrorist bomber or shooter or is it the risk to our IT infrastructure? My questions are: If you had to advise the Director on setting priorities, would you look at the shorter term shooter or bomber or the longer term IT network on which our economy often depends? Assume for the question that with limited resources it is difficult to balance the equalities and do both. For the second question, argue the opposite priority you chose in the first paragraph.
