The topic of the paper is your choice related to the course. That is the topic has to relate to some current international issue. The paper can deal with a specific event within the past 10 years, or some functional issue such as globalization, famine, foreign aid, etc. as long as there is a clear problem statement, and expected outcome. The term paper should relate to a problem or issue that you will offer solutions or recommendations. I don't want just a lot of information or background, but a paper that develops arguments leading to a strong conclusion. 
That is the term paper is not just a lot of information or background. That is a different type of paper. Think of the paper in terms of problem/solution. So your proposal identifies the problem, or issue, you want to explore. You have to think through the paper and have an initial idea of what your solution will be. Then you must determine how you will approach the problem and what key points you will have to make.
The topic, of your choice, approved in the week three proposal, or as it may have changed with a new proposal, is the basis of the term paper. The conclusion, which is measured in paragraphs, and provides the lessons and takeaway from the paper, provides the focus for the body and what is developed in the body of the paper. 
The introduction should be the last thing revised so it reflects what you actually wrote and accomplished. Be sure to proof the paper well, revise as needed, and have fun! There is no length minimum or maximum. This is a 300 level course and a paper commensurate with 300 level work is expected. The paper length is determined by the parameters the student sets in his or her introduction and the amount of writing necessary to fully develop the topic, and the conclusion once reaches. Common sense dictates that five pages is too little, as one does not have sufficient space to develop ideas, and papers that go beyond 25 pages are unrealistic for an 11 week term paper. A paper is never, in the real world, determined by some number someone pulls from the air. All sources of information must be documented and selected bibliography of all sources used or referenced expected. Strayer requires APA format. I do not expect nor want an abstract, but I do require a bibliography in addition to your reference page. One secret to successful academic and professional writing is keeping a working bibliography, and annotated bibliography/note file going from the start. Every time you visited a website, data base, refer to a book or other resource, you put that item – assuming relevance to the topic—properly cited in your working bibliography. For those sources that are dealing with the specific questions or arguments you need for each of your outline points, you note any ideas, data, corroboration, examples, or direct quotes, properly cited you put in your working note file. Then at the end, when you begin writing everything you need initially is already done, and in place. So, as you write you may find you need a quote or something from a source you look at early, while you were still formulating your ideas, you can go to your working bibliography, and find that source easily. And there is a very good chance that if you are taking good notes, and corroborating ideas, you will not be using material in your note files, but the citation would be in your bibliography.
A reference page is only that material you are citing in the paper. A bibliography will show me the extent of your research, that information was corroborated, and the material you had made your choices for in the body of the paper. The bibliography includes the material from the reference page.
Has a strong introduction with a solid introductory paragraph or paragraphs, lays out the key issues, what the paper accomplishes and transitions to the body. The conclusion has well developed lessons and takeaway based on what was presented in the body and introduced in the introduction. Paper is well organized, and present well developed argument to support the conclusion.

Introduction
Several efforts have been implemented to address famine, but the phenomenon remains as global disaster. Famine is caused by numerous factors including production failure, access failure, and response failure. This phenomenon is usually followed by regional starvation, malnutrition, epidemic, and increased mortality. Almost each continent in the world has experienced a period of famine throughout history, while some countries, especially in sub-saharan Africa continue to experience extreme cases of famine. However, various measures, such as production solutions, access solutions, and response solutions demonstrate the capacity of eradicating famine (Oxfam International, 2011).
Production failure is mostly attributed to change in climatic conditions. Climate change directly affects food production, which can generate extensive food insecurity and famine. For instance, increasing temperatures decreases crop yields by reducing photosynthesis and soil productiveness. Higher temperatures also increase the survival rate of weeds and diseases that decreases agricultural harvest. Increased rainfall and droughts destroy cropland and prevent production completely. In 2007, heavy rain destroyed a quarter of Bangladesh’s rice crop and over one million acres of cropland. Moreover, the great variation in weather and extreme effects of climate change including rising temperatures, rainfall, and droughts prevent farmers from making correct forecasts concerning agricultural seasons. This affects the food production from farmers, which increases food insecurity and famine. The World Bank data shows that farmer’s production has decreased by an average of 1 percent every year, over the past decade because of land dilapidation, low fertility inputs, and land tenure issues (Searchinger, 2014).
Poor infrastructure exacerbate food scarcity problem by making it hard to transport food to areas where there are shortages. People have died because of famine in one region of a country where there are shortages, while there was plenty of food in another region. Crops require water to grow, but most farmers in developing countries are incapable of affording irrigation infrastructure. Furthermore, due to poor infrastructure farmers are unable access market to sell their outputs (Pouliquen, 2012).
Failure of government of developing countries and donors to tackle the phenomenon has been noted as the main cause of famine. Lack of investment in social services and fundamental infrastructure and lack of good governance has affected the countries effort to address famine crisis. On the other hand, donors have reacted too late to address the issue. Moreover, the overall global donor response to this humanitarian crisis has been slow and insufficient. According to UN, $1 billion is needed to meet urgent needs; however, donors have so far provided less than $200m, leaving an $800 million shortfall. Oxfam international argues that several rich countries and donors have failed to contribute generously.
