Identifying the commander's critical information requirements (CCIRs) helps in coordinating the disaster operations, with decisions based on the information available and assessment of the situation. The critical information requirements include; the location of shelters, the critical infrastructure capabilities, locating the critical facilities including hospitals, locating the areas evacuated, and assessment of the casualties and damage to various locations. Before handling and choosing the most appropriate location for conducting the emergency management operation, there is evaluation of the accessibility of the facilities, to ensure that the water, food, and medical requirements are delivered urgently.
The true color images, natural color composites and standard false-color composites, including short-wave infrared composites will be all be used for analysis. There is a need to focus on the radiographic information in each photograph highlighting the brightness and tone of each photograph. The other aspect in interpreting the image is the spectral information especially the color as well as the textual and contextual information. Ramsey et al (2009), point out, that accessing cloud free and high-resolution images is crucial to monitoring the impact areas.
