There is need to have an understanding of the emerging terrorist organization in North America in order to get an idea of how to deal with it. There is a necessity that we implement a change in the existing law enforcement culture in the state department so that we can be able to face the 21st century emerging security threats.
The Federal Government should also recognize the local state department in its efforts of countering terrorism and incorporate them in decision making about the security matters of the state CITATION Mat11 \l 1033 (Mayer & Erickson, 2011). The domestic law enforcement agencies must create a culture of awareness to have the ability to recognize signs of terrorism and radicalization.
Due to the introduction of the internet, communication and recruiting of the new members to the terrorist organizations has been made easier. This has made it difficult for the federal state to collect information about the terrorists. The Department of Homeland Security should ensure that there is uniform and consistent training of newly recruited officers before they engage themselves in field work CITATION Dan16 \l 1033 (Danzell, Yehe, & Pfannestie, 2016).
There is the need for tremendous commitment by the law enforcement officers and the administrators.
