The middle class and upper class have benefited the most from tax cuts, since the tax has been lowered most recently under the Trump administration. For the lower class, the change has been minimal, but the changes the not been uniform across states since there has also been lower deductions for high income states resulting in lower disposable income. Fiscal conservatives support lower taxes and deregulation and this has benefited businesses some of which lobby for such changes.
