How has bureaucracy served to work in some ways but not in others?
The Merriam-Webster online dictionary defines bureaucracy as “a body of non-elective government officials or an administrative policy-making group or a government characterized by specialization of functions, adherence to fixed rules, and a hierarchy of authority.” What the above definitions show is that in a bureaucracy, there is a certain protocol that is observed and people behave in a particular way. Decision-making is not left for everyone, but there are certain individuals whose work is solely to make decisions. According to Daniel Kahneman, man reaches or makes decisions based on two systems of thinking. The first system is usually characterized by factors like speed, intuition, and decisiveness. However, the second system is different and tends to be slower and deliberate. While looking at bureaucracy, one notes the thin line that separates it from the second system of thinking. In some cases, it helps to ensure that certain procedures are undertaken as well as fair treatment for everyone. These examples, however, are limited to only a few places or areas. For example, the Food and Drug Administration, UN, etc. but mainly organizations which seem to be protecting the interests of many people.
However, bureaucracy has also not served to work in some other ways. While it is indeed true that it has worked in some places, bureaucracy has not worked in other areas as well. The first reason why it has not served well in some places is that of inducing stasis. Stasis is an inefficiency which is caused by an organization’s internal cultures as well as outside constraints. Additionally, there is also the issue of this system being a hindrance to the performance of critical tasks. One good reason why the above issue emanates is that of the disconnect which is often created and the propagation of demands which do not necessarily mimic or help to clearly identify critical tasks.
