Abstract: This article aims to find out whether there are behavioral differences between public and private sector managers. Two groups of public managers (managers of social insurance agencies and public school principals) and a group of private managers (two samples) are investigated. Behavioral dimensions are investigated including leadership style (task, relationship, and change orientation), decision-making style (the functions of sensing, intuition, thinking, and feeling), and motivation profile (achievement, affiliation, and power motivation). An analysis of data from 459 managers in four organizations in Sweden reveal significant differences in behavior between public and private managers. However, no significant differences in leadership behavior are discovered among public managers. Possible explanations for such differences and similarities are explored. [ABSTRACT FROM AUTHOR]

In private organizations, the leaders are either relationship or production oriented while in the public organizations use the change-oriented leadership styles (Andersen, 2010). This depends on the objectives of the organizations and the urge to maintain efficiency that is strongest in the private organizations. In private organizations, the managers are accountable to different stakeholders mostly the shareholders. For the public and nonprofit organization accountability is a concern to the public who demand transparency. The private organizations mostly require the managers perform the management functions of planning, organizing, and control. However, in the public and nonprofit organizations the managers/ leaders mainly undertake administrative tasks. It is no surprise then that private managers desire to make impact because of power motivation and they can take powerful actions (Andersen, 2010).
When the control of decision making and service delivery shifts from public and nonprofit organizations to private for profit organizations there likely to be challenges in management practice. When implementing the private, for-profit management practices the managers may need to understand other values like trust and not merely efficiency.
