During non-disaster or stable conditions, personnel who handle emergency operations need to focus on developing ways to ensure that their communities are secure. Accordingly, emergency managers, as well as local leaders, need to come up with appropriate measures for improving preparedness for emergencies and the resilience of the communities they serve. It follows that an effective Emergency Operations Plan (EOP) can save many lives and property when disaster strikes, unlike a faulty one, which would cause unprecedented losses. This paper seeks to analyze the Emergency Operations Plan for Holderness Town, New Hampshire, in the year 2013. Aspects considered in the analysis include the components of the EOP, its strengths and weakness, as well as recommendations to enhance its effectiveness.
Components of the EOP
No standard format exists for the basic EOP as it is supposed to be compatible with various levels of government or relevant jurisdictions.
