Education is usually managed and funded differently in different countries across the world. Other countries have a very centralized form of management of education, where the central government formulates the policies and strategies on how education should be done in the educational institutions across the country. Such is the case with nations such as France, as well as most African and Asian countries. In the Americas, such as Canada and the U.S.A, there is a complete change in how education is managed. They have a decentralized system. It brings to the fore the debate on the suitability of a centralized government to run education. The central government cannot efficiently make education decisions for schools across the country due to several factors headlined by bureaucracy.
First is bureaucracy. Bureaucracy entails the government red-tape procedures. Here, for the decisions made at a higher office to be effected or implemented on the ground, there must be a lot of offices, stamps, and further inquiries to be made. Bureaucracy complicates quite a lot of things in the way educational policies are implemented. The hierarchical nature of the government, with so many levels of administrative positions and authority, makes it even more complicated. It slows down what should otherwise be simple, straightforward decisions that improve educational standards in one way or another. Howard (2012) notes that government bureaucracy needs to be dealt away with altogether to obtain the best out of educational institutions across the country. Educational offices, as well as school heads, need to be given the mandate to independently make decisions that improve the educational standards of their institutions.
