Latinos are the largest minority group in the state of Wisconsin, and they are also influential in the development of the economy. Most of them are employed in different sectors, such as educational services, social assistance, healthcare, manufacturing, construction, warehousing, transportation, and retail trade (Salazar et al. 2018). However, they are poor even though they are working. Most of them experience limited employment opportunities, seasonal employment, and poverty wages.
The City of Milwaukee is currently undergoing economic restructuring, which is shifting long term industrial jobs with benefits and high incomes to food production, nursing and health care, light manufacturing, and other service industry jobs that pay low wages, have little or no benefits, and lack job security (Salazar et al. 2018).
