The state of New York has approximately 240,000 miles of the road network that is a critical infrastructure contributing to the economy of the state and quality of life (ASCE, 2015). However, more than a third of the highways in the state are considered to be in fair and poor conditions. Additionally, an increase in vehicles in the roads results in congestion and crippling of the transport system and rise of operational costs. For instance, up to half of the population spends 53 hours annually sitting in a traffic jam in New York City. Rough roads and the congestion cost the people using the roads an average of $6 billion throughout the state that amounts to $700 per driver in New York City alone (ASCE, 2015).
