Peacekeeping operations (PKOs) have been an important conflict management technique for more than half a century. Describe the evolution of PKOs from classical, to multidimensional, to recent “third generation” ones, as described by Autesserre. According to him, what are some of the difficulties that cause PKOs to fail, and what are some common peacekeeping mistakes? Jett says that recent PKOs are ineffective and that it is almost impossible to succeed in robust missions that deal with violent extremism. Do you agree? Why or why not?

Conflict that leads to war has adverse effects on the affected countries. Where a conflict arises, countries must work towards finding lasting solutions. In war-torn countries, conflict has led to the death of civilians and the displacement of people causing a humanitarian catastrophe. The UN has made efforts towards managing conflicts since its inception in 1945. The UN peacekeeping operations (PKOs) have been a critical conflict management techniques, but with remarkable failures.
PKOs have evolved over the years to meet various needs. The first generation peacekeeping tended to be more neutral in its approach towards conflict. This was major because they were unarmed or in most extreme cases lightly armed. Rather than being proactive in their approach to addressing armed conflict, the first generation peacekeeping was more reactive, often taking its position after a cease-fire. However, the events of the Rwanda genocide in 1994 and Srebrenica in 1995 portrayed UN peacekeepers as uninterested foreigners in the wake of conflict (Autesserr, 2019). This brought the need for the peacekeepers to have a different approach towards conflict. The second-generation peacemaking moved further to undertake policing and civilian duties. The UN peacekeepers change their passive approach towards monitoring the cease-fire. Using military combatants, the second-generation worked towards preventing combatants from perpetrating violence. The most recent formation is the third-generation peacekeeping which engages in more activities than its predecessor. For instance, the troops ensure the safety of people delivering humanitarian assistance and can rebuild a failed state due to conflict (Autesserr, 2019). Unlike the other ones, the third generation peacekeeping does not require consent from the affected states.
