Transportation policies created by the federal government to fund the construction of highways, specifically the interstate highway systems began in the early 1900’s. These policies are integrated into programs that induce taxes on fuels and highway user fees. These fees and taxes are imposed on frequent highway users as a source of funds for the construction of highway systems. If these funds are placed in a Highway Trust Fund, they will ensure efficient and safe highway conditions and improve the overall network of highways in the country. However, imposing higher taxes on motor carriers might negatively impact the transportation industry altogether. With many motor carriers trying to mitigate costs caused by interstate fees, companies shy away from expanding their fleets and focus on alternative means of transportation like air and rail which lowers the amount of carriers using highways and affects interstate transport in general.
