It is crucial to have an elaborate system that responds appropriately to disasters. The process of long-term recovery, need a proper implementation to limit post-disaster disruption, deal with problems that were there before disaster struck, and enhance the future resilience of a community (Olshansky & Johnson, 2014). The U.S emergency preparedness and response has been streamlined by federal policies, being powered by legislation and presidential directives. These legislations and related policies have facilitated the existence of the National Response Plan (NRP) and the National Response Framework (NFR) for coordinated incident management at various levels (Fagel, 2010).
