It is crucial to have an elaborate system that responds appropriately to disasters. The process of long-term recovery, need a proper implementation to limit post-disaster disruption, deal with problems that were there before disaster struck, and enhance the future resilience of a community (Olshansky & Johnson, 2014). The U.S emergency preparedness and response has been streamlined by federal policies, being powered by legislation and presidential directives. These legislations and related policies have facilitated the existence of the National Response Plan (NRP) and the National Response Framework (NFR) for coordinated incident management at various levels (Fagel, 2010).
Stafford Disaster Relief and Emergency Assistance Act is key legislation that guides incident management. It resulted from various amendments from The Disaster Relief Act of 1950, 1970, and 1974 (Fagel, 2010; Olshansky & Johnson, 2014). The Stafford Act permits the president the power to make disaster declarations during emergency incidents. Such declaration allows the president to access funds and disaster relief assistance set aside by Congress, with a view of helping the states to get support from the federal government in handling emergencies and disasters (Fagel, 2010).
The Stafford Act was enacted to bring more order in the systematic implementation of federal disaster assistance in states and local governments. The Act is intended to encourage states and local agencies to develop comprehensive disaster preparedness plans and to create better collaboration, for instance, in the utilization of insurance cover and federal disaster assistance.
