What is Industrial Democracy?
This is a kind of arrangement whereby workers and their union leaders or even bosses collaborate in both the activities as well as decision making processes within the organization. The policies affecting the workers and their working conditions are generated and agreed upon by the combined effort of both the workers and the management of the organization.
What does Pateman mean by full, partial and pseudo participation?
Participation, especially when it comes to workers, is quite broad in meaning. This is because it can be in whichever organizational context, such as decision making, meeting within the respective teams or even representation of members within their unions. Pateman managed to categorize participation into three; full, partial and pseudo. Full participation is whereby the contributions by every member of the respective committee has equal weight when it comes to the overall decision making process. Full participation therefore, holds each member in equal breath and authority. Pseudo participation entails all the efforts to make workers or a group of people to appear like they participated in the decision making process, yet in real sense, the decisions were already made by higher echelons of management (Pateman, 1970). It is more like concerted efforts to hoodwink workers into accepting already-made decisions. Partial participation on the other hand, entails the combined effort by two or so parties in coming up with suggestions, but the ultimate decision lies with just one. In most cases, this one power that makes the final decision is usually the management.
Why is Adler’s article called “Democratic Taylorism?” Is that a contradiction in terms?
The article is not a contradiction in terms. In order to understand this better, it is important to first delve into the concept of Taylorism. Taylorism was an idea that came about in the advent of the industrial revolution, when production was at the forefront of every industrialist. Every company was looking at the various ways it could come up with optimum production. According to Taylorism, the main objective was to ensure that people worked smart and not necessarily hard. To this end, the main focus was on how the work done could be optimized to yield the best possible outcome, rather than how hard the employee worked to complete the task. When these jobs are simplified in some way, then the overall output or productivity is increased.
