Barriers to Effective Implementation of the Act of 1990
The Pollution Prevention Act of 1990 developed a national policy that outlined guidelines of pollution prevention and reduction from the source. It outlined how preventable pollution would be dealt by recycling as part of pollution prevention. The policy outlined how disposal of other pollution would only be released into the air as the last solution if there were no other means of pollution reduction. The main aim of the Act is to ensure that the new international voluntary environmental standards incorporate pollution prevention as part of its core elements of its management systems (National Population Prevention Roundtable, 2001). However, the Act had some barriers to its effective implementation.
National Pollution Prevention agency is responsible for overseeing this process with state agency budget ranging from $35,000 to $5.6 million to implement pollution prevention programs. However, 70% of state programs reported that lack of funding hindered their implementation process. Different states used different units of measurement to track data resulting to complex data collection processes due to limited funds allocated for its programs. Within the period of 1990-2000 the National Pollution Prevention Agency saved more than $256 million nationwide. Programs with more than $1 million budget saved as much as $404million. However, owing to lack of funds some programs could not track their achievements accurately resulting to a situation where effectiveness of the program could not be measured because funds was spent on implementation, but not on data gathering to track the achievements of the implementation process (Earth organization ,2011).
