The Federal Clean Water Act was first enacted in 1948. It was the first law to reveal the state's interest in clean water programs in the United States (Copeland, 1999). The law supported both local and state governments to solve water pollution issues in the country. For example, the settings needed to know the origin of water pollution in the country. The requirement called for research to identify where the problem started, who started it, and how it prevailed in the entire country (Copeland, 1999). The law viewed water pollution as a local and state issue primarily that did not require any federal goals, objectives, limits, or guidelines for implementation and cause of action (Copeland, 1999). In this case, the enforcement involved interstate water issues strictly and the state's willingness in which pollution originated. The Act got various amendments over the 1960s and in 1972 (Copeland, 1999). The latter did not implement the previous statues, as stated in the 1948 act. The 1972 issue set distinct goals that required the municipal and industrial wastewater to treat all waters at their disposal before releasing them to the waterways (Copeland, 1999). This need led to the construction of a treatment plant to ensure that the waters are safe, resulting in the main idea of identifying the origin of pollution to eradicate it.
The 1972 Amendment Act on clean water raised the need to invest vast amounts of capital to achieve the anticipated objectives. “Two goals also were established: zero discharge of pollutants by 1985 and, as an interim goal and where possible, water quality that is both “fishable” and “swimmable” by mid-1983” (Copeland, 1999).
