By the year 1921, both upper and lower basin states had not managed to resolve their differences concerning how much Colorado water was used. During the same period, California suggested the construction of a dam, but upriver states did not approve the idea. The Colorado River Commission was formed to represent the seven basins. During this time, Herbert Hoovers served as the commerce secretary and the speaker of the federal government. It was then that a fifteen-day session broke the standoff and in 1922, the Colorado River Compact was signed. The document led to the division of the river at Lee Ferry near the Utah border into lower and upper basins. The treaty was signed to ensure equal division and apportionment of the use of waters within the systems of the Colorado River.
