Modern law enforcement operations and strategies are driven by best practices in the areas of data collection and manipulation, addressing special populations, and preventing organized criminal activities. A tremendous amount of specialization has evolved in today's sphere of policing, especially among federal, state, and local agencies. Perhaps what is most evident is how the law enforcement agencies of the federal government have retooled to meet today's challenge of terrorism. Use your textbook, the Internet, and/or the Strayer Library (https://research.strayer.edu) to research credible sources on the aforementioned issues as they relate to law enforcement operations and management.
Write a 6 page paper in which you:
Identify and describe the major functions of the three agencies of the Department of Homeland Security. Of the three agencies, provide a rationale for which agency you feel has the greatest responsibility as it relates to federal law enforcement.
Explain the purposes of the Uniform Crime Reports (UCR) and the National Crime Information Center (NCIC). Identify and discuss the various weaknesses related to the accuracy of the Uniform Crime Report (UCR).
Describe the major roles of police executives using the Mintzberg model of chief executive officers. Of the executive roles described in the model, provide a rationale for which role you feel is the most important for a chief executive officer's success.

The Department of Homeland Security (DHS) in the United States has an important obligation to protect and serve the citizens of America. It has a stated mission of anti-terrorism, border security immigration and customs, cyber security, and disaster prevention and management (Department of Homeland Security). It was founded after the September 11 terror attack with the aim of providing a security enterprise mandated with the responsibility of protecting the country from foreign attacks, while at the same time enhancing the preparation of the local agencies in fighting terror attacks (Homeland Security: Implementing 9/11 Commission Recommendations). DHS has three major agencies, the United States Secret Service, the Federal Emergency Management Agency (FEMA), and the U.S. Immigration and Customs Enforcement (ICE).
Department of Homeland Security
The United States Secret Service is a law enforcement agency in the DHS with two major tasks: investigation mission and protective mission. Investigation mission entails a focus on criminal investigations that range from financial investigations to electrical investigations (Department of Homeland Security). Financial investigations involve money laundering, counterfeit money, mail and wire fraud, fraud in financial institutions, and financial conspiracies. Electrical investigations mostly include network crimes, theft of identities, cyber harassment crimes, and device and credit card fraud (Department of Homeland Security). The United States Secret Service is mandated with upholding the protective mission of the DHS, which involves safeguarding the top governmental officials such as the president, the vice president, and any foreign persons requiring state protection, among others. Additionally, they coordinate security operations with the federal, state, and local law enforcement, making the necessary contributions to protecting the country. Federal Emergency Management Agency (FEMA) deals with responses to national disasters such as forest fires, hurricanes, drought, and floods. The organization has the right to declare a state of emergency, urging the president to respond accordingly to the natural disaster at hand as well as coordinating government relief efforts to the affected persons and communities (FEMA). The ICE is the federal agency in the department of homeland security that is tasked with overseeing the regulation of immigrants into the country. More specifically, it focuses on smart enforcement of immigration laws, combining efforts with other agencies in the fight against terrorism, and preventing the illegal entry of goods and trade activities. It has two branches, the Enforcement and Removal Operations (ERO) and the Homeland Security Investigations (HIS) (U.S. Immigration and Customs Enforcement). All three agencies are mandated with different responsibilities, and they all work together in ensuring the safety of the American citizens. However, from my analysis, the ICE has the greatest responsibility among the three agencies, because it deals with citizens as well as non-citizens. It has the responsibility of making sure that the state is well protected as well as conducting overseas missions to maintain good relations between the USA and foreign nations.
