In short, define a problem, discuss the response, and provide alternative responses to the problem. For example, your problem could be drug use/abuse, with a focus on prescription drug abuse among teenagers. Your description of the problems should be fact based, relying on expert opinion. Your alternative can be an adjustment of current policy or a new direction. For example, your may propose longer prison sentences, or legalization of all drugs. Be creative, although suggestions must be supported by scholarly research.
Annotated Bibliography: The purpose of creating a list of sources is to assist you in organizing and evaluating your research. The list should include the following information for each source (minimum of five):
Name of the source, including the complete bibliographic citation in proper APA format.
Summary of the source (at least one paragraph) including how this source will contribute to your paper.
The paper must be three to five pages in length and formatted according to APA style. Police brutality is an issue that has gripped the American society for quite some time and one that requires close scrutiny. Over the last few years, the African American society has experienced police brutality in close sequence and despite protests. A policy redefinition is crucial with reference to police oversight. Using the Federal District Court is a close fit and more focused approach at the local level, as is the case with LAPD.

Following the enforcement of the reduction in the powers of the police in the year 1983, the constitution protects the citizens from police that may want to use their powers to inflict harm. This was a crucial addition relative to the fact that at the time police were constantly reported to have been involved in activities that were considered to be impeding the civil rights of the citizens. At the time, some of the police would take part in criminal injustices and in some of the cases with racial bylines. One of the most volatile issues currently is associated with police brutality. This is relative to the numerous police harassment that have been reported along with shootings on the African Americans.

Relative to the recent development on the issue, there is some very significant implications on the individuals and socially within the wider racial divide. Individually, for the African Americans, this is an issues that comes off as unresolved social and racial injustices for the longest time. African Americans have been on the raw end of the racial discrimination. While the civil rights may have had a significant impact on the reduction of the level of discrimination there are deep rooted elements of the same in the society. Quite a number of reports still indicate that there is racial discrimination in America despite the level of civilization that the nation has experienced. Silently, African Americans are still treated with impunity even though it may not be blatantly as it was in the late 19th and early 20th century. At the social level other than the mass protests in various parts of the nation such as Ferguson, it is an issue that has created quite a volatile situation, with the most recent implications being linked to a Colin Kaepernick, a San Francisco 49ers quarterback, having refused to stand up during the national anthem. He was protesting the level of brutality and social injustices that are directed towards the African American community and the minority in the United States. There have been other incidences where athletes have also shown their solidarity on the issue creating a huge impact nationally especially on the social media where most of the users supported the actions of the players.
