Law enforcement agencies are faced with great challenges fighting crimes related to cyber stalking obscenity and exploitation. This also happens to be part of a logistical aspect as jurisdiction tends to bring about conflict between the different agencies within any part of the state, of between states. The fact that these are crimes that can be done across the states is one of the major elements of complexity binding most of the other challenges that the officers face.
One of the major challenges that investigators face when it comes to obscenity is the fact that there are various standards that come up. Different people in the society and at different cultural and demographics levels, obscenity has different meanings (Fine, 2001). The definition and standards used to gauge whether one was obscene are continuously changing with the current generation as well. For investigators, trying to establish the standards that they should apply when carrying out their mandate can be complex and sometimes be lost in the blur of the definition. What they may identify as obscene may be seen as a standard image or posture relative to culture and social norms (Fine, 2001). At the same time, what was obscene a few years ago may not be seen as obscene today as the cultural shifts in the urban lifestyles change within the society and with it the standards used. It therefore becomes quite complicated and thus gauging what material carries obscenity can be a matter of who is looking at the material and for what purposes.
In the case of victims that have been exploited in one way or the other, there quite a number of challenges that investigators are faced with. One of the major ones is related to finding the victims that will cooperate within the cause of the investigation. In cases such victims exploited in the commercial sexual rackets, the groups are well organized and they tend to threaten their victims with death. For an investigator who has successfully identified a victim that is being exploited in the sex industry, it becomes quite a challenge to get these people to give evidence that would lead to the arrest and prosecution of the exploiting parties. In the past, law enforcement agencies would concentrate on arresting the victims, but in the latter years it has become apparent that the only way to eradicate cases of exploitation is to eliminate those that are exploiting other persons for financial gains. The most difficult part is that most of the victims will not cooperate with the law enforcement agencies for fear of the merciless killings that are met on persons that are found or suspected to even communicate with the police on normal occasions.
