The 1787 Constitutional Convention
The Constitutional Convention of 1787 was convened purposely to revise Articles of Confederation that were constituted as the first constitution of the United States. The reigning constitution conferred each state to be represented by only one vote with the government being run by the Congress. The judiciary and the executive were in-existence and the Congress had limited power CITATION Tho93 \l 1033 (Anderson, 1993). First, representation in Congress raised a great debate as to whether a vote should be equaled to a state or be proportionate to the population. The intensity of the subject led to the combination of the two sides to a two-house Congress (bi-cameral) or known as the Connecticut Plan. One house would have representatives based on population as the other housed based on equal representation (Constitution Rights Foundation, 2009).
