The document highlighted, in this paper, is a congressional report that was presented at the fifth Congressional meeting of the Communist International. The report or document seems to originate from Ho Chi Minh’s library, which he seems to have created during his entire political career. For example, on the document header, the source is indicated as "Selected works of Ho Chi Minh Vol. 1". This clearly indicates that the source of the document in question is from the leader’s library of works.
This congressional report was originally written by Ho Chi Minh, who was the first president of the Democratic Republic of Vietnam. Ho Chi Minh became the first president of Vietnam immediately after the Second World War, when the Democratic Republic of Vietnam declared its independence in September 1945. From the header of the congressional report, it is possible to note that the document was created on the 8th of July 1924. This information can be derived from the "first published" section of the document header. The document was specifically created for members of the Communist International. The Communist International was an alliance party under common strategies and ideologies. The party linked all single parties, in almost all countries, that shared the Communism ideologies.
Ho Chi Minh creates this document as a proposition, to the congress of Communism International, to address various issues that he feels are not being properly addressed. One major issue he feels should be given much weight is that of the colonial question. Ho Chi Minh argues that imperialists and capitalists have already devised techniques for generating and increasing propaganda in order to convince much of their countries’ populace. He thus challenges the Communist parties in every country to emulate the same techniques and make sure that Communism spreads far and wide. Ho Chi Minh also feels that the question of colonialism is not being addressed properly at the Communism level as it is being addressed at the imperialists’ level. Therefore, much of his report is based on a number of propositions to the fifth Congress of the Communism International.
