Petraeus found himself in a position of power to provide the Iraq society with the needed structural blocks to start a new chapter. One month after the US invasion of Iraq, the country was in disarray. The city was closed and no administrative authority was let since the politicians, managers, judges and ministry directors had fled together with Saddam. Those who were left were mostly uncooperative or sympathizers of the reviled former ruling Baath, Party. These deficiencies in power would only allow for the chaos that had plagued the city to continue and someone had to take charge.
