Comparing and Contrasting U.S. and Chinese Environmental Changes
The environmental challenges facing China in the early twenty-first century can be attributed to the legacy of decentralization. This legacy is characterized by Deng's reforms which is the reason China remains at in a state of environmental struggles to date. The Deng reforms gave the country's provinces authority to creating a propagation of township and village enterprises (TVEs). This was meant to encourage rural industrial development. The reforms saw growth in local industries whereby for example in 1997, almost a third of China's GDP was being generated by TVEs.
