Comparing and Contrasting U.S. and Chinese Environmental Changes
The environmental challenges facing China in the early twenty-first century can be attributed to the legacy of decentralization. This legacy is characterized by Deng's reforms which is the reason China remains at in a state of environmental struggles to date. The Deng reforms gave the country’s provinces authority to creating a propagation of township and village enterprises (TVEs). This was meant to encourage rural industrial development. The reforms saw growth in local industries whereby for example in 1997, almost a third of China’s GDP was being generated by TVEs. The problem was monitoring the local governments which resulted to the rural industries seldom upholding environmental standards. Environmental policies are still difficult to enforce at the local level.
