For most developing countries, foreign aid usually plays a major role in ensuring the economic and social sustainability. Foreign aid, if well used, help in spurring economic development, which in turn improves the lives of the citizens of these countries. Foreign aid usually comes in two forms, either humanitarian, or development aid. In the presence of peace, the distribution of foreign aid is usually quite seamless and effective. In times of war however, the process is hampered due to the extensive tension and violence, which can pose as a threat to the efforts. An interesting bit of this however, is that foreign aid in the form of humanitarian assistance, comes in most cases when a country is affected by war. In this paper, the impact of war and peace are going to be discussed in detail, especially to do with Rwanda.
When it comes to one of the greatest crimes against humanity committed by a people against the other, Rwanda always comes to mind. The country, known for the brutal and infamous genocide of early 90s, is a symbol of resilience. The country has rapidly risen from the ashes of tribal hatred and deep division amongst the citizens, to being one of the most improved and fastest growing economies in the African continent.
The Positives and Negatives of Peace and War on Foreign Aid
When there is peace, the distribution of foreign aid is made easier and faster. A continued state of peace within the country ensures that there is a detailed assessment of the needed and the amount of foreign aid to be disbursed until the desired target is reached. This is however, not the case when there is war. The problem with most developing nations, Rwanda included, is that most conflicts are as a result of the leadership. According to Besley & Persson (2011), most of the wars in Africa are politically fanned. Therefore, when such conflicts occur, foreign aid distribution becomes hampered.
As earlier noted, foreign aid in the form of humanitarian assistance, usually comes about as a result of conflict. Therefore, the main disadvantage of both peace and war on foreign aid is that it increases the incompetency of the country to run its own internal affairs. A continuous supply of foreign aid in the long run makes these nations dependent on it(Warsame,2012).As a result, the governments of the day in these countries fail to carry out their mandate and become complacent, since they know that their incompetency will be covered up by foreign aid. This points out to the disadvantage of peace, though indirectly. The government of the country starts backtracking on the initial course of reform, and the aid gets embezzled.
