Question 1
The communists defeated the nationalists because the communists were able to win the allegiance of the local leaders, who had direct contact with the people. They were able to control the regional border government, hence making it easy for them to influence the public to support them. Secondly, the communist had managed to gain both foreign and local support by developing reforms and policies that encouraged peace and unity among people. During the civil war, the Chinese people were very poor, and the communists offered then radical reforms that would improve their living conditions. Finally, the communists had strong allies like the Soviet Union that availed to them strong military assistance and other resources which they used to finance their activities (Chen & Zelin, 2015).

The Public Security Bureau in Shanghai allowed for multi-entry visits to China. It made it possible for the government to issue business visas with a one-year validity period. The visas also approved for one hundred and eighty days' residence in China for the foreign business people. Secondly, the bureau had a work permit. Foreign employees were allowed to apply for the foreign expert certificate issued by the Shanghai Labor Resources, which allowed them to work for two to five years in the country without any additional taxation (Chen & Zelin, 2015).

The communists developed their revolutionary strategy by establishing a strong military foundation. Many young people were mobilized to join the military and trained on how to defend the country. Secondly, the Communists developed a stable and peaceful political strategy that appealed to the public. Chen and Zelin (2015), report that the communists were able to win the support of both local and foreign leaders and the people. The two factors were very instrumental in their winning of various wars, including the civil war in 1949.
