As the post indicates, the conclusion that is made is not correct relative to correlation and regression analysis. In the conclusion, there is a direct indication that correlation can also be said to be a causation. Ideally, the conclusion shows that the aspect of taking cigarettes is the causation of the increased heart rate. This is relative to the correlation that exists between the heart rate and the number of cigarettes that one takes. The idea behind the use of correlation is to compare two variable and to establish their level of strength in their relationship. As the post indicates, there much more variable that are involved in this case. The heart rate can be increased by quite a number of factors such as stress and anxiety. This means that the other variable that is not under investigation may be the main cause.
