One such resource is The National Center for Health Statistics. The Center has established Healthy People 2020 for tracking the nation's health. In this assignment, you will begin from the topic you selected and propose a culturally competent, as defined by SAMHSA, community based health program.
Go to the Healthy People 2020 website and find the Topics & Objectives. Once you have located the 42 topic areas discussed on the website, choose a topic in which you are interested.
Write a 1,500-1,750-word paper in which you propose a community health program related to the topic you selected. Include the following in your proposal:
An overview of the program you are proposing. 
-What is it? Who are the population(s) it will serve?
-A rationale for the program.
-A discussion of how the program will be established as and will remain culturally competent.
-A discussion of how the program could be affected if budgetary restraints limited research in that field.

Among the 2020 topics developed by the National Center for Health Statistics to track the countrywide well-being is the aspect of adolescent health. The goal is to promote healthy development, health, safety, and well-being among teenagers and young adults. According to NCHS, 21 percent of the US population consists of adolescents and young adults at the ages of 10 to 19 and 20-24 respectively (NAHIC, 2014). Psychological studies show that these stages are the developmental periods that influence the current health status of an individual and the exposure to risks that result in the development of chronic diseases as they mature. Despite the fact that adolescence and young adulthood phases of human life are characterized by healthy times, several important public health and social problems arise, such as unplanned pregnancies, drug abuse, homelessness, peer influence, and suicide among others. Checking these issues to maintain a healthy nation requires mitigations through community-based health programs.
In the past decade, researchers increased work on how the teenage health can be improved. The programs developed involved paying attention to the changing the context involving the adolescents' lives. Suggestively, creating an influence on their culture by intervening in families, school settings and wider community. The objective of such approaches is to change the individual behaviors of the adolescents so that they are aligned with norms that are good for their well being during the development process (WHO, 2009). Cultural competence facilitates this venture by ensuring that the management and the practitioners have knowledge, skills, and attitudes necessary for caregiving (SAMHSA, 2013). This paper proposes an evidence-based community health program for upholding adolescent health.
Rationale for The Program
Many researchers and institutions have come up with what they regard as criteria for an evidence-based program. Consequently, the aspect of labeling an approach as effective for the target group presents challenges. Implementers of this methodology are strict on the areas of study design, the sample, statistical significance, and number the experiment has been replicated. Fundamentally, an evidence-based program will exemplify the use of means that research proves to be effective in maintaining adolescence health. In this concept, there is also the aspect of best practices or promising practices. These terms allude to the approaches that have been studied and produced workable results (NAHIC, 2014). Alternatively, these are methods that have some quantitative data from literature reviews that show positive outcomes in the behavioral change. Also, these conclusions can be drawn from experiments that have not been replicated. Best practice also involves the use of knowledge and skills that professionals in the field have, to make recommendations on issues facing adolescents when there is a lack of adequate information sources (SAMHSA, 2013).
