The new legislation in Illinois requires all nurses seeking to renew their nursing licenses to complete a one-hour training of continued education on sexual harassment, effective from January 2020. According to the bill, all individuals holding a professional license issued by the Division are subject to the training (Phillips, 2020). The administrative joint issuing the rule emphasizes that it shall only be provided by Division-approved continuing education providers or other individuals or entities approved by the Division as continuing providers (Manuel & Ortega, 2020). The training shall entail various issues and concepts regarding sexual harassment. First, the definition of sexual harassment and its forms and types of occurrence  (Manuel & Ortega, 2020). Second, a person should take the action if they experience or witness nonconsensual sexual contact  (Manuel & Ortega, 2020). Third, the steps to reporting sexual harassment in the workplace and other entities such as the Illinois Department of Human Rights  (Manuel & Ortega, 2020). Lastly, the protections against sexual harassment. The Joint committee on administrative laws issued that the one-hour course shall be presented in classrooms, webinars, or online  (Manuel & Ortega, 2020). Also, the presentation of the course is subject to the other continuing education requirements for each profession. Ultimately, completing the course shall be a central requirement for renewing nursing licenses from January 2020.
The Illinois Department of Human Rights (IDHR) justified the bill's implementation with the principal aim of combating sexual harassment in the state. According to the IDHR director Jim Bennett, the department could never curb the rapid sexual harassment in the workplaces without substantive and accessible education for all nurses (Illinois Department of Human Rights, n.d.). Thus, the bill was introduced to enlighten individuals on all issues concerning sexual harassment. For instance, it would be hard for persons to identify sexual harassment if they do not know the forms the problem can take in occurrence. Therefore, the bill aims at ensuring that every individual working in Illinois understands the context of sexual harassment. The IDHR urges healthcare settings and other employers in Illinois to use the resource and educate their employees on all matters related to the issue  (Illinois Department of Human Rights, n.d.). All employers must adhere to the required training and keep an electronic record copy of the session for inspection by the IDHR. Although the committee established a forum to inspect compliance with the bill, employers cannot send the documentation to IDHR unless upon request.
