Delivering high quality healthcare is an integral part of service delivery in the healthcare sector. It serves as an indicator of how well staff attend to patients. One of the measures that has proven effective in this regard is the HPPD (Penner, 2013). By itself, this measure serves to show how many nursing hours the clinical staff provide to patients in a day. While the purpose of this metric is to paint a picture of nursing service delivery, it can sometimes be skewed, particularly when more than or less than necessary nursing staff are included (Penner, 2013). Nonetheless, a good HPPD score provides the perception that nursing staff are working effectively and addressing patient needs (Penner, 2013). In doing so, it provides the implication that patients are receiving high quality care, even when the score has been falsely calculated or manipulated.
