The federal, state and local governments are responsible for providing timely medical facilities to both the poor and rich. For this purpose, different medical colleges, health departments, and hospitals have been established across the country. The federal and state governments, being two powerful official bodies, develop public health institutions and agencies all over the United States. In order to deal with emergency situations, doctors and nurses are hired in a large number. Not only the diseases are diagnosed, but also their treatments or medications are provided to people for free. On the other hand, the local government is responsible for establishing clinics and laboratories across the city so that more and more people get benefited from the services provided by doctors, nurses, lab technicians, and pharmacists. Most of the funds come from either the state government or the federal government. The local government may not be able to fund a particular health project fully given that it is neither provided with a lot of money nor permitted to run some health-related projects by its own (Rose, 2015).
The first health department was built in Baltimore, Maryland, in 1798. Most often, the health care centers made by local governments do not provide as many facilities as the healthcare institutions established by the state or federal government. One of the significant challenges these governments face is a lack of workforce. A significant number of doctors and nurses, as well as paramedical staff, choose to work in private clinics. They claim that the salaries and facilities being given to them at a private healthcare center are far better than the pay packages of government hospitals. Plus, they are provided with a chance of career grooming, meaning they can earn a lot by working privately (Rose, 2015).
Communication issues are also significant in number. In government hospitals, the poor patients are not paid as much attention as they actually require or deserve. Doctors, nurses, and surgeons choose to ignore them based on their poor financial condition or unstable health status. They are hardly listened to or paid any attention to. While discussing health with their patients, doctors and nurses choose to ignore the case histories of poor and needy people considering them an extra financial burden on the hospital.
