The reason why Healthcare organizations are unwilling to enact electronic medical records.
Cost is one of the reasons why some of the health organizations find the implementation of EMR challenging. The initial price is high, and most of the physicians' lack of business skills and are reluctant to provide cash to implement such a project. They are unwilling due to the uncertainty of the EMR success. Some vendors of the EMR do not render free hosting and training; thus, the organization incurs more cost. Purchase of electronic equipment is also expensive, and organizations end up spending more than the stipulated amount. They are forced to pull their resources together to get their physicians on electronic networks ("Electronic Health Records," 2015).
Physicians lack technical knowledge and skills
Technical knowledge and skills are essential as it enables users to work more efficiently. Physicians in some of the health care organizations are not technically advanced as one might visualize. The organizations find it hard to get proficient computer physicians who will help them in completing medical records, thus delays in coding and billing. The physicians feel uncomfortable since they are not well-trained leading to delays in the hospitals.
There are worries about privacy and access. Privacy gets breached due to one reason or another. It may happen in a situation where vendors from a different country threaten to release information to ensure that they have received their payment. Outsiders are restricted to access these records as it's feared that they might mishandle the information given to them. Lack of a standard encryption method to ensure confidentiality leads to lack of interest in the EMR.

The Health Insurance Portability and Accountability Act is a law that applies to all healthcare providers, healthcare clearing personnel, and health agendas that practice any transaction electronically.
Privacy of Medical Records
HIPAA has a privacy rule that restricts the individuals who can access patients' medical records and those individuals that the health data can be shared without having to consult with the patient. The patient's medical records are restricted to healthcare employees. The employees have to view personal and health information on a patient. By doing this, they shall be able to provide the necessary treatment and administer any other administrative duty.
Security of Medical Records
HIPAA ensures that all the healthcare organizations have implemented security measures that ensure all medical records in that organizations are safe all times. The control measures adopted include physical security for all electronic devices that store the medical data and also any paperwork, technical control measures, and administrative measures. The employees in the healthcare facilities should also acquire training on how to identify threats.
Data Breaches Notification
HIPAA ensures that the healthcare organizations and other associates disclose notifications to their patients when their medical records are tampered with or stolen. By doing so, the affected patients can make a move to protect themselves from threats or frauds. Despite the adoption of the Privacy Rule healthcare organizations should adopt security measures that enhance the safety of all health information regarding all patients ("HIPAA Resources," 2018).
