Potential causes for the problem of lack of funding

Government hospitals rely almost entirely on the federal or national government for funding. Thus, the key cause of the problem is underfunding by the national government. The local government had done very little in regards to addressing this issue. The public hospital system in the state of Arizona is in short of cash, a crisis that has led to the lack of adequate health workers, ambulances, as well as medical equipment to offer quality care. It would seem that the budget is not sufficient for current services (Alison, 2013). In the United States, public hospitals get substantial funding from state, locals, and/or national governments. Additionally, public health organizations might charge Medicare, Medicaid, as well as private insurers for the care of patients. Public or government health organizations are more likely to provide comparatively unprofitable medical services.

Introduction
Oman royal hospital is a large tertiary hospital in Muscat, the capital of Oman, for acute care purposes established in 1987. Among the major services offered by the facility includes: provision of specialties and sub specialties in surgery, medicine, pediatrics, oncology, obstetrics, gynecology and laboratory medicine. The facility, whose services are considered as being state of the art, has greatly contributed to the development and provision of enhanced health services in the whole of Oman. It was considered an important function in the period of the renaissance program for Sultan Qaboos government as well as the present history of Oman. The facility employs both nursing and medical professionals from many countries including but not limited to German, India, South Africa, England, China, Malaysia, and Philippines among other nations (Royal Hospital, 2013).
Problems
Among the problems facing Oman Royal hospital is low quality of its services which clients keeps on complaining about. This may be attributed to the low number of staff working at this organization and serving a large number of clients despite them being demoralized by being under paid. This poor quality is apparently attributed to government authorities, senior officials and management of the organization who have failed to look for measures in improving and maintaining the quality of their services. The low quality of their services has instigated the government authorities into intervening and monitor the operations of this firm by ensuring that they work under the laid down policies and stipulations. However, they are unable to increase the number of their staff due to limited funding which does not allow them to expand the number of their staff that currently exist in this entity or improving their pay (Craig, 2009).
