Assume the role of the public health director. Pick two of the four phases of emergency management and describe what actions you would take for each as it relates to a possible Bioterrorism attack involving Anthrax. Mitigation refers to the measures and processes in place to prevent or minimize the overall impact of future emergencies. Considering Anthrax, for instance, it has been used before as a weapon because it can be released undetected in different forms, including sprays, powder, water, and food, among others. As part of the mitigation measures, research, and development on vaccines and therapeutics should be increased, which will open doors for broad-spectrum antibiotics and antivirals (NAP, 2002). Furthermore, since Anthrax is treatable, measures should ensure that the drugs are ready when facing an imminent attack to help victims recover, thus reconciling mitigation and recovery phases of an emergency response.
Briefly describe the Emergency Support Function 8 response to the Boston Marathon bombing.
Emergency Support Function (ESF) 8 covers the medical needs of an emergency response. It involves public health systems coordinating federal assistance in support of tribal, local, or state resources to provide medical assistance to victims of an emergency. Such was the case after the Boston Bombing when local hospitals in Boston responded to the Mass Causality incident with the Red Cross sending additional blood products to these hospitals. At the State level, the Massachusetts Emergency Management Agency directed people to communicate through text messages to allow telephone lines to deal with emergency medical needs.
