Health care legislations are federal and local laws that govern the practices and players in the medical industry. The laws affect the patients and healthcare service providers and require them to abide by the set rules. They are necessary as they ensure compliance and better healthcare provision for American citizens. The United States medical system is complicated, to say the least as it is comprised of public and private programs. Legislations, some of which were put in place decades ago continue to impact the healthcare system to date. There has been changes made to these policies in relation to the current modern society.
The United States is constantly looking for ways to better its health sector. With that goal in mind, the country’s expenditure on healthcare is larger than any other country in the world. $ 3.5 trillion was spent in 2017 on healthcare alone, which is twice the average spent by developed countries. The department of Health and Human Services (HHS), which is charge of overseeing the health docket and coming up with ideas on how to better the quality of healthcare for the American citizens. To that effect, the department has enforced the following legislations which have a significant impact on the state of healthcare in America. The following legislations are the main pillars that support healthcare in the U.S.
Medicare is a program that offers health insurance on American citizens. President John F. Kennedy managed to provide every senior US citizen. This particular coverage was created to ease the burden of high medical cost and unaffordable insurance plans. In this age, Medicare is the largest health insurance program with an annual cost of $260 billion. The insurance program has impacted patients’ lives and health care administrators alike. Medicare has protected countless individuals from financial ruin, has covered over fifty million Americans and it ranks high as among the most admired the government offers. It has led to the remarkable growth of healthcare facilities, medical practices, and medical device manufacturers, CITATION Lou15 \l 1033 (Louis, 2015). However, there have been some shortcomings as Medicare does not entirely reduce the cost of healthcare. People aged 65and above use twenty percent of their income on medical expenses CITATION Lou15 \l 1033 (Louis, 2015)
Children’s Health Insurance Program (CHIP), gives health coverage for children in low-income earning households. Similar to Medicaid, the programs are run by individual states. States have the authority to amend the policies with respect to federal guidelines. This leads to differences in eligibility requirements among different states. Medicaid on the other hand covers around seventy million Americans also of low income. It also caters for uninsured mothers, disabled individuals and unemployed workers. The Affordable Care Act (ACA) makes it possible for these programs accessible to low income families in America.
